Salary: 135K-151K; Commensurate with Education/Experience
POSITION SUMMARY
The Strategic T Training & Development Coordinator / Manpower Analyst serves in a dual-scope capacity, balancing senior-level human capital synchronization with junior-level business program and budget management. The analyst is responsible for driving total force workforce readiness across the complete Human Resource Development (HRD) lifecycle, managing military manpower allocations, and assisting in the planning, development, coordination, defense, and execution of Program Manager (PM) program funding. This position requires an adaptive professional who applies technical knowledge of appropriation law, resource allocation, and financial execution within the processes of DoD Acquisition and sustainment.
DUTIES AND RESPONSIBILITIES
1. Workforce Training & Development Leadership
- Directs the full Human Resource Development (HRD) lifecycle, including conducting complex training needs surveys and identifying critical competency gaps.
- Oversees the management of the Defense Acquisition Workforce Development Account (DAWDA).
- Ensures total organizational compliance with Defense Acquisition Workforce Improvement Act (DAWIA) and Civilian Education System (CES) requirements.
- Deploys, maintains, and optimizes custom Power Apps and Power BI tracking systems to automate mandatory and supervisory training metrics.
2. Manpower, Task Management & Operations Synchronization
- Synchronizes Manpower management workflows, tracking Table of Distribution and Allowances (TDA) and Master Position List (MAPL) data.
- Leverages Army and Military HR information systems—including eMILPO, iPERMS, and TOPMIS II—to provide senior leadership with a certified, high-performing total force.
- Manages, tracks, and routes high-priority taskers, staff packets, and official correspondence utilizing the Enterprise Task Management Software 2 (ETMS2) / Task Management Tool (TMT).
- Integrates Operations Lead experience to align total force personnel positioning with changing mission requirements.
3. Business Program & Financial Analysis
- Assists in the planning, developing, coordinating, defending, and executing of all aspects of PM program funding.
- Provides baseline knowledge of appropriation law, resource allocation, and financial execution under DoD Acquisition and sustainment structures.
- Assists in preparing budget estimate inputs for compliance with policies, rules, regulations, and procedures prescribed by higher headquarters.
- Contributes to the development of program plans and controls for future or new programs, including phased milestone schedules tracking from initial development/purchase through deployment fielding.
- Assists with the preparation, presentation, and defense of formal budget submissions.
4. Programming & Systems Execution
- Assists in preparing manpower data requirements, building the Program Objective Memorandum (POM), and facilitating Annual Program Resource Validation (APRV) development.
- Supports the Strategic Portfolio Analysis Review (SPAR) process.
- Reviews program acquisition documents to ensure appropriate data content, regulatory alignment, and mathematical consistency.
- Executes funding tracks using Enterprise Resource Planning (ERP) tools (such as GFEBS and LMP) to create purchase requests and requisitions.
REQUIRED QUALIFICATIONS
Education & Experience
- Education: Bachelor of Science / Bachelor of Arts (BS/BA) degree with 5 years
- Substitutions: High School Diploma, or Equivalent with >20 years
Technical Skills & Core Competencies
- Task Management Systems: Hands-on experience navigating and managing workflows inside ETMS2 / TMT.
- Military HR Systems: Hands-on expertise with eMILPO, iPERMS, and TOPMIS II.
- Financial ERP Tools: Foundational proficiency utilizing GFEBS, LMP, or equivalent DoD financial execution enterprise software.
- Data & Analytics: Advanced knowledge designing or managing metrics tracking via Power Apps and Power BI.
- DoD Frameworks: Solid understanding of TDA/MAPL synchronization, POM builds, APRV development, SPAR tracks, and standard DoD acquisition milestone formatting.
